Data Democracy in India


Whenever world talk about democracy, name of India comes first in mind. Indian democracy is successful because growth of Indian civilization is made to adopt democratic values. Remember words of Ambedkar ji, democracy and drivers of democracy both should be good and will go together, if any one fails entire nation will fail. If you will go in past so many nations collapsed due to corruption in democratic values. But India is still surviving because democracy lies in people of India, Democracy lies in culture of India, Democracy Lies in value of India. India believe in value-based system rather than code-based system.

Definition of data democracy is availability & accessibility of data for everyone. In India cultural data democracy is already available as all type of data be it personal or other available and accessible for all, but there is unique system to access these data and this unique system is Indian social culture again.

When two different unknown families travel in train they become very good friend in minutes of conversation and start exchanging information of their families too.

In a colony people know each other’s families and trying to help them out as good as available when ever required. This knowledge of families of entire colony is available to residents of that colony.

In general, Indian Culture believes in sharing and caring, sometimes sharing of information gives comfort to people. In this sense Indians are sharing lot many information on social platforms also without thinking of any second thing in mind.

But access management is also available in cultural data democracy of India and here we have concept of data (localization) limitation also.

Refer Indian Samskrit Verse:
सत्यं ब्रूयात् प्रियं ब्रूयात् , ब्रूयात् सत्यम् अप्रियम्
प्रियं नानृतम् ब्रूयात् , एष धर्मः सनातन:
Meaning of this verse:
Speak truth, Speak Sweet
No harsh truths, No sweet Lies
This is the policy and Ethics all should follow

So we can see access management is already available in data democracy which allows data localization also. Verse suggests speak truth, no sweet Lies mean information to be handled with highest level of integrity. No harsh truths mean level of confidentially and access restriction need to be maintained. In all information is available but processing of information must be done with integrity and confidentiality. Information disclosure is totally judgemental and based on cultural values and depends on when, where & why information need to be disclosed.

Indian data democracy and data localization policy need to be published considering social, cultural values of India. India is the only country where data democracy and data localization both exist at same time in workable condition. We cannot blindly follow other country’s data philosophy in India.

  1. Correctly said but now a days crimes are getting increased day by day and by just knowing the data any one can do any kind of harm. Hence Indians needs to be more careful in disclosing their data.
