Data Democracy in India


Whenever world talk about democracy, name of India comes first in mind. Indian democracy is successful because growth of Indian civilization is made to adopt democratic values. Remember words of Ambedkar ji, democracy and drivers of democracy both should be good and will go together, if any one fails entire nation will fail. If you will go in past so many nations collapsed due to corruption in democratic values. But India is still surviving because democracy lies in people of India, Democracy lies in culture of India, Democracy Lies in value of India. India believe in value-based system rather than code-based system.

Definition of data democracy is availability & accessibility of data for everyone. In India cultural data democracy is already available as all type of data be it personal or other available and accessible for all, but there is unique system to access these data and this unique system is Indian social culture again.

When two different unknown families travel in train they become very good friend in minutes of conversation and start exchanging information of their families too.

In a colony people know each other’s families and trying to help them out as good as available when ever required. This knowledge of families of entire colony is available to residents of that colony.

In general, Indian Culture believes in sharing and caring, sometimes sharing of information gives comfort to people. In this sense Indians are sharing lot many information on social platforms also without thinking of any second thing in mind.

But access management is also available in cultural data democracy of India and here we have concept of data (localization) limitation also.

सत्यं ब्रूयात् प्रियं ब्रूयात् , ब्रूयात् सत्यम् अप्रियम्
प्रियं नानृतम् ब्रूयात् , एष धर्मः सनातन:
Meaning of this verse:
Speak truth, Speak Sweet
No harsh truths, No sweet Lies
This is the policy and Ethics all should follow

So we can see access management is already available in data democracy which allows data localization also. Verse suggests speak truth, no sweet Lies mean information to be handled with highest level of integrity. No harsh truths mean level of confidentially and access restriction need to be maintained. In all information is available but processing of information must be done with integrity and confidentiality. Information disclosure is totally judgemental and based on cultural values and depends on when, where & why information need to be disclosed.

Indian data democracy and data localization policy need to be published considering social, cultural values of India. India is the only country where data democracy and data localization both exist at same time in workable condition. We cannot blindly follow other country’s data philosophy in India.

Refusal of Osaka declaration on Digital Economy & Tecno-Nationalism Approach of India


Entire world is growing on the theme to give priority to national objectives. USA president Donald trump is working with America first, Israel giving importance to their national values, Chinees adopted isolated cum nationalised approach long back. Indian citizens elected their prime minister again on nationalist approach.
In recent G-20 Summit of June 2019 which was held in Japan. Decision was taken for road map of digital economy and free flow cross boarder data. India refused to sign Osaca declaration saying data related matters cannot be decided in isolation, it should be thought with reference to WTO context. In same inaugural session Donald Trump clearly said United States opposes Data Localization concept.
Osaca declaration is signed by 24 countries and India, Indonesia, South Africa and Egypt refused to sign. There is conflict in view where 24 countries including USA, UK, China, Russia, Japan, France, Germany on one side and India on other side. It seems the main point of divide is recently framed Reserve Bank of India’s Data Localization concept. On April 2018 RBI published Statement on Development and Regulatory Policies where clause 4. storage of payment system data talks on payment related data should to store in India Only.
Osaca Declaration: In January at Davos 2019 members of World trade organization declare to launch Osaka Track in Joint Statement on Electronic Commerce. Osaka track is the process to promote International policy discussions & international rulemaking of electronic commerce. Further in G-20 summit this year countries share their view that digitalization is transforming world economy and society, Data become important source in economic growth. Effective use of data can contribute to social well-being of countries.
After cyber industry’s phrase Data is new Oil, prime minister of India gave new phrase Data is new form of Wealth. The rise of techno nationalism begins in June 2018 when Prime minister commented in favour of RuPay card, PM said RuPay card is creating revolutionary movement in digital economy, transaction done by rupay card will help Indian Economy to grow faster. Financial charges will remain in India for better development. PM said this is the new way of serving country, citizens need not to go to border to serve country. After this speech of PM, global fintech industries start lobbying against India. Right now, almost 50 crore rupay cards available in India. US based google, amazon and Visa also joins hand to Mastercard against India. On 2st June 2018 Mastercard met with United States Trade representative on India aggressiveness of nationalist approach. 
Other Fintech companies need to heavily invest in India to keep data in India itself because companies have most of their data centre in outside India. PM may be considering these things: First, world class data centre infrastructure in India and going forward India may become datacentre service hub in world. Second, Protection of personal and sensitive personal data is one of the considerations. Third, data is the new form of wealth other countries are earning from analysis of Indian data. Why not India earn from his citizen’s data. All these three approaches depict Indian nationalism approach.
Japan is pitching model of society 5.0 where human and socialproblems will be addressed by big data and artificial intelligence-based science & technology. Human behaviour will be captured and analysed for decision making and future planning. Whereas India believe in deep rooted social responsibilities, cultural values, bonding and togetherness. Thus, India don’t allow other country to interfere social model of life. 
Once long back India failed to encash opportunity to become master of all with his techno nationalism approach, when Indian engineers developed Wireless in Local Loop technology named CorDect but government of India has not took enough measures to adopt this technology. Indeed, cordect was low cost and practical solution considering Indian geography and villages.
